It should just work), Window Installer just stops. Eventually, after a while it says Window Installer is no longer working (or similar) retry or quit. When you click quit, nothing happens. You have to go to task manager and end the process. I am running Windows Vista HOme premium package sp2 32-bit. I cannot install any software that uses Windows Installer, such as H&R Block Tax software. Windows installer has tried to download .NET update since NOvember 2009 and it fails everytime.
